Russian Peacekeeping Forces “CAN” Deploy to Syria Under New UN Mandate

by Scott Creighton

The Nezavisimaya Gazeta newspaper reported in June of this year that Russian President Vladimir Putin ordered his general staff to work out plans to deploy Russian military assets as peace keepers in Syria under the guidelines of the Collective Security Treaty Organization and a UN mandate which he has been working to secure. Seems like he may yet get his chance to set those plans in motion.

Early reports from Ria Novosti, Voltaire Network , Turkish Weekly and the Public Radio of Armenia detail a new deal signed by Russia-led Collective Security Treaty Organization (CSTO) chief Nikolai Bordyuzha and Herve Ladsous, the head of the UN Department of Peacekeeping Operations, to allow the CSTO potentially to deploy as “blue hats” or UN Peacekeepers in trouble spots across the world including South Ossetia and Syria.

Apparently the deal was signed late Friday. This Memorandum of Understanding now allows for CSTO forces to be deployed as opposed to just NATO troops which have been deployed in the past.

The Secretary General of the Collective Security Treaty Organization (CSTO), Nikolay Bordyuzha, and the UN Deputy Secretary General in charge of Peacekeeping Operations, Hervé Ladsous, signed a Memorandum of Understanding on 28 September 2012 in New York.

The document sets out the conditions for the deployment of CSTO troops within the framework of UN peacekeeping operations.” Voltaire

“After the memorandum was signed, Russian Foreign Minister Sergei Lavrov, who heads the Russian delegation in New York, said that the document “will provide for effective efforts to maintain security and stability.”Ria Novosti

The CSTO was created in 2002 and has since signed an agreement to work in conjunction with the  Shanghai Cooperation Organisation (SCO) ( China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Observer states: Afghanistan, India, IranMongolia, Pakistan countries in red are nuclear powers) on such issues as “security, crime and trafficking)

If the order is given, what is likely to be sent into Syria is the CSTO Collective Rapid Reaction Force:

The force is intended to be used to repulse military aggression, conduct anti-terrorist operations, fight transnational crime and drug trafficking, and neutralize the effects of natural disasters.”

According to Russian media, CRRF currently comprises following units:

This development is huge which is probably why we have heard nothing about it in the MSM till this point. It is not an order to deploy as of yet, which is what the misleading Voltaire Network article suggests in it’s title, but it is one step closer to Russia putting boots on the ground in Syria to help defend their people from the naked aggression of NATO. It also shows the growing influence of Russian President Putin as well as the rapidly collapsing propaganda from the West.

It may not completely deter NATO and State Department aggression toward Syria on it’s own, but once they are deployed, since they are aligned with the 3 other nuclear powers signed onto the SCO, it will certainly give the “regime changers” reason to pause and think about their next move.

Of course, the deployment of this group has not been achieved as of yet, the boots are yet to be on the ground, so the danger is that something will be done in the very near future, before they arrive in country.

Again, civil society just has to wait and see if someone else can stop the criminal aggression of our Peace Prize “winning” President.

  1. Good catch Scott, haven’t seen this anywhere else yet, this is big news!

  2. Makes me wonder…. Obama and Israel are bound to have known about this all along…. is that why they are navigating their promos toward war with Iran? Would Obama be so blinded by his puppeteers to start WWII ?

This is good news though, maybe, just maybe the war machine will stop!!

  3. It will be a waste of life,10s of them will die a week and they will suffer the same fate as our troops did in Iraq.

  6. Hello willyloman
someone left the link to this piece at my place and I used it in a post with credit to you, of course.

If correct, it might help the Syrian people?

    • Yes, I think it will… hopefully. The last thing the NATO powers want is for Russia to put troops on the ground in Syria. They would serve not only as a super-power buffer, keeping us from wreaking large scale havok, but they would also be able to serve as observers, witnessing US, French and British intervention in the country which is illegal under UN conditions right now.

  7. Let’s hope Russia can begin to stop the warmongers… assuming the international bankers aren’t behind it all regardless.

If anyone gets the chance, start watching Culture In Decline. Very appropriate for these times!
